has banned the vast majority of bands from touring so as to preserve Earth's increasingly precarious ecological balance.

In an official diktat Emperor Yorke has decreed the following:

1)Only 5 bands may tour internationally in any given year.
2)10 bands may tour on a trans-national basis within each of their own continents
3)15 bands may tour intra-nationally, within their own countries.

The public are polled on which bands they wish to grant Category 1,2 or 3 touring permits to.
