establishing an arts space/gig venue QUESTIONS (manchester)

okay, so there's a basement available for rent in the northern quarter and i've been thinking about enquiring about it. the plan would be (or at least, this is what the idea is) to use it as an art space/occasional gig venue for local diy promoters and bands and stuff.

ignoring the fact it probably isn't suitable and i can't afford it, what kind of obstacles would i face? more questions:

would i need to obtain a live music license?
would i be able to get some kinds of arts based funding? anyone can get these, right?
would having an alcohol license be necessary? the expense and rigmarole of that would make the whole thing unworkable i think.
forming some kind of committee so costs can be spread among members would be a good way of paying for stuff wouldn't it?

say helpful stuff please. or tell me i'm being delusional.
