Bad news for bands?

I was talking to a friend yesterday who was telling me that it will soon be compulsory by law for bands (no matter how big or small) to supply their names and addresses to the venue they are about to play so the information can be passed on to the police. Ive only read about this once before on these boards (a few months ago) but really cant recall it being mentioned/discussed anywhere else. Can anyone clarify if it is nothing more than talk, or it is indeed, about to become the law of the land? If it is the latter, then why the hell has no one in the world of Rock & Pop stood up and challenged it yet? Everyone in a band will be affected if this comes to pass.
