Drop outs in cd remastered album (90's that will do-centric)

What the fuck were they doing in the 90's when they transfered classic albums onto cd? I'm just listening to 'Sabbath Bloody Sabbath', the last track i forgot how bad the sound is in places. What the hell were they doing in the 90's when they were transfering the tapes? It's the same with Thin Lizzy.
The sound just drops out. Like when your walkman chewsed your favourite tape.
