Ok, in terms of sheer output this one is a non-contest and arguably, the success and worldwide recognition of Madge has answered the question for us.

Still, I would say that Cyndi produced a better pop album in 'She's So Unusual' than Madonna did in many of her earlier works and easily encapsulates the era for me. She was simply more deserving of wearing the pop queen crown than Madonna was.
