Fugazi and novelty punk?

I can't help thinking of at least half-a-dozen Fugazi songs when listening to this novelty song by the Postmen from the 1980 compilation "Oi! The Album". From the guitar sound, the space and groove to the strangled vocals. It's incredibly uncanny.

I've read Ian MacKaye talking up street punk from around this time fan so no doubt he would have had a copy of this album.
