Are record deals the ultimate aim?

I was reading an article today about a band who have just signed to a big music publisher and thats not something i thought a band would go for. Most tend to search out the elusive 'record deal'
But from reading this press release http://bit.ly/AhnC2R its seems the publishers do the same if not more than a small label could.
does this mean bands are better searching for this kind of deal, and if so how long can small labels exist in their current form?

I know they say 'the industry has changed' but is this the begining of the end for small labels?
