Cleaning CDs and CD players

I am frustrated. This is becasue my CD is rubbishly old, and dusty on the inside, and wont even recognise the majority of my CDs, let along play them. How can I clean it up internally?

Also, many of my CDs are dusty and scratched. Aside from looking after them better, which is my new resolution, how can I clean them, more than just wiping them, which I'm sure is pretty bad for them?

Am I right in thinking you can get special cleaners for this sort of thing?
