What does everyone do if you see someone crying in the street?

The other night Iw as walking home and there was a girl literally howling and bawling her eyes out in the middle of a roundabout on the floor kicking out. I found myself frozen and really wanted to go talk to her but was also terrified as she seemed pretty mad.

Luckily someone else had already called the police and they arrived to sort it out but I felt pretty shitty to have not immediately gone to help.
