[Quick & Boring] Anyone know how to convert a jpeg into a gif without losing any quality?

And without photoshop or anything snazzy like that.

I've tried an online converter here:
http://www.pictureresize.org/online-images-converter.html

But it loses some quality (though not as much as is lost when using MS Paint).

Any suggestions from the DiS hive brain?
