Anglo-French unclear Nuclear treaty and Military 'interoperability'

has this been on the map for a while or has it sneaked under the radar?

seems unclear what exactly 'nuclear testing' means - isn't there a worldwide moratorium on this? And the article suggests that despite this new-forged openness and co-operation both sides will still maintain their nuclear secrets

I'm not a military expert so I'm not quite sure what all these means in operational terms but politically and socially will this have anyone worried? Germany perhaps? or the USA?

Why can't they just make a 2nd gen Concord(e) huh?
