Because the councils want to save money by turning off some street lamps......well they could turn off more if members of the community took some responsibility for their own street.

there would be a switching point which would switch between each house so that they would all share in supplying the electricity......mind you people might be strapped for cash, os instead there could be a 'communal bike' which has its stationary with its back wheel powering a generator......each household must supply a person for an hour to pedel.

For conveniance's sake they could keep the communal bike generator in a grit bin
