Probably very simple London transport question

Yes, I did try google first.

1. How often do underground trains go on the Victoria Line?
2. How long will it take me to get from the underground bit to the train bit at Tottenham Hale and Vauxhall?

Essentially is it possible to get from Tottenham Hale normal-train-bit at 10.29 to Vauxhall normal-train-bit at 11.16 (i.e. in about 45 mins) without walking down escalators, knowing where things are, and possibly with having to buy tickets?

And also, does anyone know if booking tickets from national rail online that tell you to get the underground from x to y, does that mean the train ticket works on the underground? Or do you still have to buy one?

Feel free to respond with "LOL, idiot doesn't know how to work London transport" or whatever.
