Like, how long do you wait before contacting someone? And who do you contact?

I got home yesterday and really wanted to watch the Apprentice online, but there was a two-hour power cut. I knew it wasn't just my flat because the lights in the hall were out, but wasn't really sure how long you're meant to wait before telling someone. How long is stuff in the fridge/freezer good for? And how do you occupy yourself? I had a nap then read a book. My flat seems quite prone to powercuts. I keep having to reset the clocks.
