In short, Richard Bacon was interviewing Doug Stanhope. In the middle he mentioned a clip, available on youtube where Stanhope does some offensive downs syndrome-y stuff, while never condoning it and stuff

Downs Syndrome Association lambasts the BBC, gets apology...

Bit ill, can't be arsed to fill in the gaps.

I like Doug Stanhope though.
