Film showings, licensing laws and such like

Me and a friend want to start a shop front cinema type thing, taking over an empty shop in the city centre and turning it into a tiny DIY cinema showing loosely connected double bills. The council are down with it on a six week free lease but we are unsure of the laws in showing films. We have found conflicting information regarding about if we can show films if we dont charge entry to watch.
Anyone have any expertise in this field or can point me in the right direction?
