The age of criminal responsibility

I saw this on the news this morning which shocked me a bit. 10-year-old boy arrested over death of a 79-year-old man.

Now obviously, no charges have been brought and this isn't the time or place to be discussing things such as whether he is guilty or not. However, it brought to mind the argument about criminal responsibility and whether a child of that age can be capable of committing a crime (understanding that it is bad and the consequences of it) in the eyes of the law.

The current age of criminal responsibilty is 10 in England and Wales - so, if events run one form of course, the lad could be tried in youth court, or even as an adult in adult court (i still think that's possible?). I just wanted to gauge your opinions on this topic. What should the age of criminal responsibility be?
