Why aren't Labour talking about this?

I don't get it. Surely if Labour would loudly opposing this, they would have the public on side and the Conservatives would be forced to reconsider? Goes for a lot of things. I'm not sure why Labour are giving them such an easy ride. I know they don't want to 'peak too early' before the election, but it really seems like this stuff is going by largely unnoticed, and that's surely the job of the opposition, to highlight it and try to block it?
