Can I touch your hands?

A new guy started in my office this week. He's late 30s and quite odd. This morning he asked how my climbing session was last night. I said it was good but my skin on my hands was pretty sore. To which he asked "can I touch them?". I wasn't really sure how to react. Didn't want to make him feel uncomfortable about having asked. so let him feel my hand. That's weird, right? What was I meant to say or do??
(I realise this pales vs. actual office harassment, but I feel genuinely uncomfortable about touching most people!)
