Who gets to decide what does and does not represent a religion?

Despite the clue being in the name, Obama says that IS does not represent Islam. Is it for someone not from that religion to tell them what they are and what they are not? Is it like art, where you're an artist just by virtue of the fact you say you are?

There seems to be a desperation (mainly from lefties) to only believe that the moderate elements of any religion represents the 'true' version - and not just with Islam but all religions. Why is there a reluctance to accept that some members of a faith who do terrible things *are* acting in the name of that religion and according that religion's scriptures?
