Possibly the most boring thread on here ever (local authority revenue streams)

I'm intrigued by something.

Councils get revenue from stuff like council tax, parking and a variety of fines they collect, but I've just spoken to someone involved in social affairs campaigning/housing and he explained that fines against rogue landlords for stuff like over-occupancy, dangerous housing etc don't benefit councils, they don't see any of that cash so they don't tend to bother too much enforcement.

That seems ridiculous to me. If we're going to let councils benefit from fining people for stuff, surely that's the stuff where we should be giving them a 'business case' for doing so.

So, does anyone know any other areas where councils earn money and any where they should but don't?
